NZS 4219 Explained — Seismic Restraint of Building Services in NZ
If you've been told your building needs to comply with NZS 4219, you're not alone in wondering exactly what that means. NZS 4219:2009 — Seismic Performance of Engineering Systems in Buildings — is the standard that governs how mechanical, electrical, and plumbing systems, including gas pipework, are restrained and supported so they survive an earthquake without failing.
It's a restraint standard, not a shutoff standard. That distinction matters more than most building owners realise.
What NZS 4219 Actually Covers
NZS 4219 sets requirements for the seismic restraint of building services — bracing, anchoring, and flexible connections designed to stop pipework, ductwork, tanks, and plant from breaking loose, colliding, or rupturing during ground shaking. For gas installations, this means pipe supports, seismic bracing at wall and floor penetrations, and flexible joints at points where a rigid pipe run meets equipment that may move independently during an earthquake.
Compliance is assessed at building consent stage and must be read alongside Verification Method B1/VM1, which demonstrates Building Code earthquake-resistance compliance. AS/NZS 5601.1 — Gas Installations, which governs the gas installation itself, references NZS 4219 directly for seismic restraint requirements — so an engineer or gasfitter working to spec will be checking both standards, not just one.
Not everything falls under NZS 4219. It excludes building contents, suspended ceilings, and — notably for anyone assuming full-building coverage — lifts and fire sprinkler pipework, which are addressed by their own standards instead.
What NZS 4219 Doesn't Do
Restraint keeps pipework physically intact. It does not detect an earthquake, and it does not isolate the gas supply. A gas line can be perfectly restrained under NZS 4219 and still keep flowing gas into a building with a cracked appliance connection, a damaged flue, or fire damage elsewhere in the structure.
This is where the confusion usually starts. Building owners who've had a seismic restraint upgrade assume the gas safety question is closed. It isn't. Restraint and shutoff are two different layers of protection, addressing two different failure modes.
Restraint Plus Detection — Not Restraint Instead of Detection
The Solid State Seismic Shutoff automatically isolates gas supplies the moment an earthquake is detected — stopping fires before they start. It's an electronic trigger and recorder, not a mechanical device: it detects ground acceleration directly and fires an isolation relay within 10 milliseconds of the set threshold being exceeded — well ahead of the destructive shaking that follows the initial P-wave. The relay stays engaged for 8 seconds after the last exceedance, so continued strong motion within the same event doesn't reset the isolation prematurely.
NZS 4219 restraint stops the pipe from failing under shaking. The MK6 stops gas from flowing once shaking is detected, regardless of whether every joint downstream held or not. A building can meet NZS 4219 in full and still have no automatic response to an actual seismic event — because restraint doesn't include a detection or isolation function at all.
What This Means If You're Specifying or Reviewing Compliance
If an engineer, contractor, or compliance report references NZS 4219, treat it as confirmation that the pipework is braced correctly — not as confirmation that gas supply will be isolated in an earthquake. Those are separate line items. Ask specifically whether automatic seismic gas isolation is part of the specification, or whether it needs to be added.
